Perfect example FedEx in Ireland, they delivered a package that was not officially accepted (nobody was there to take it over, nothing signed).

And to make it even better, there was an email conversation where it was clearly stated that this package is recalled by the sender.

They want still fees (incl. tax that was paid directly to the vendor already), but simply ignored by FedEx Ireland, a complete screwup.

So I’d say that is highly illegal and using “market force” to let “small people” pay unjustified fees.
